Did he say that in a mean way?

I'm 14, and my friend is 15. We have been friends for 7 years, we really are just friend's, but we sometimes get silly. We were over at his house while his mom was at work. We went to his room and started making out. He took my shirt of, then he looked at my breasts and he just said "They are bigger than I thought.". But he didn't say that in a normal way, when he said that he was with that awkward look on his face. But we just kept going. But he didn't seam happy about it, but he wasn't rude or anything. but did he mean that in a bad way? I'm not sure what he meant by it, because as I said, he didn't say it in a mean way but he didn't seam ok with it. I'm confused! Did he say it in a bad way?
