What should i do? talk to him or forget about him?

me and this guy have been talking for about 4 years. we started talking at a very young age and are still talk in. he tells me he is in love with me but i am not sure i feel the same. it seams like i always have to ask him to hang out or ask him if he wants to come to my house, and whenever i do ask him he always has some excuse like i don't have enough gas and i don't have money. we have had plans to hangout a few times and both times he has had some excuse and always seams to not be able to hang out. we fight all the time because its very hard for me to trust him. he tells me one thing and then an hour later its something different. he does not ever try and take me out to eat or on a date and that really makes me mad bc i like a guy to take me out ever once in a while or buy me thins sometimes. i have tried moving on and not talkin to hime but its just so hard to. i want to be with someone who i will stay with the rest of my life and he is not the one. its just hard for me to break someones heart like that. what should i do!?
